The fans have always been the ones to let the show down.

I have to be honest, though, I must take issue with one small point: [x] RTD's inability to let go of Rose

I've been saying all over the internet that the constant S3 references to Rose had to be a sign that her story wasn't over. Regardless of the 'noise' from the galleries, RTD is an incredibly good writer (yes he is) and far too disciplined to waste precious dialogue on a character who's never coming back. Unfortunately I never said this in my actual own LJ and can't yet find a link to these comments, otherwise I'd be so up myself right now.

Russell T Davies can get over Rose, because Rose in and of herself was not a particularly interesting character. She's a cipher (I mean, what happened to the gymnastic skills after the first episode?) that was brought to life by Billie Piper's performance, beyond everyone's expectations. If you want a character Davies can't get over, point your finger at Captain Jack Harkness who - let's not forget - was the one who DID get a spin-off.

I'm rambling, but I think my central point is that this has clearly been on the cards for a good while, a story development that's been planned and foreshadowed.
